IS IT POSSIBLE TO CREATE OWN NETWORK?

Suppose I have a large scale business at a very big place in different kinds of products  where there is 10 buildings.

Now I want to create a web page to show where what product exists. Now I don't want to invest in Internet. I want to place multiple router at everywhere in my business complex and who is connect to that wifi redirect to that page.

So is it possible without internet ?

If yes Why?

You can do this  but you need to provide own cabling but now days its not so easy to dig roads and put your own wire so we rely on service provider for connectivity.
