If we have 4 office in 4 cities in india and i want to connected each office with each other so what type of internect connect i should be be tsken 1-mpls connect to all 4 offices or vpn connect ?

both are the options available.

if you want dedicated bandwidth you should go with MPLS otherwise DMVPN / IPSEC site to site VPN will work fine for you.
