In CCNA Network Professionals configure, install, and maintain LANs, WANs and dial-up networks using IP, Ethernet, frame relay, and other protocols. They might configure servers, routers or other network or security devices.

IN MCSE Network Professionals configure Microsoft Server 2012, private cloud, server infrastructure, server farms etc.

So basically the devices and technologies one is learning in both certifications are totally different. CCNA is meant for Network Engineers, and MCSE is meant for Desktop Engineers or Windows Server Admins.
