I think yes. Because to be able to appear for CISSP exam, there is a pre-requisite that you should have working experience of around 5 years in at-least 2 of the 8 major domains/syllabus/modules of CISSP exam.
Domains of CISSP are Risk Management, Network Security, Asset Security, Security Engineering, Identity and Access Management, Security Assessment & Testing, Security Operations and Software Development Security.
If you have gone through CCIE Security training and Certification, then you would easily be able to understand Network Security, Acess Management and Risk Management. If you were working in Network Security domain after completion of your CCIE Security, then you must have worked on 2 of these. SO it definitely qualifies you. It depends a lot on your profile and the instructor who verifies your work experience. It depends on how you explain your profile to him. All the best.
