Can I give CCNP certification directly if my CCNA (R&S) certification is expired ?

You are eligible to attempt Cisco CCNP certification exam only if you have a valid CCNA certification. So, clearly it's impossible for you to attempt CCNP certification exam directly for now.

I will suggest you prepare for CCNP exam which will go live on the 24th of Feb 2020. You can directly attempt this new certification exam and become CCNP certified.
