What is the meaning of this command in PBR ---- Set IP next-hop availability.?

you mean next-hop ( 10.8.12.20 ) should be reachable via 192.168.30.10 ? and 192.168.30.10 should be in routing table of router ?If PBR does not check the routing table to reach next-hop so from where it gets the information of next hop ?

If PBR confirms that the specified next hop is not available then it does not set the next hop to that value.
