What is the difference between using remote as and local as in bgp?

Is it possible to communicate between two loop backs in different vrf's on router 1 and router 3 and both are connected through router 2 in between and only static routes are in use.If yes than how?

Remote-As- This keyword with bgp neighbor statement is used to define as no. of neighbor.
